RETROSPECTIVE REVIEW OF SUPERVISORY PRACTICE IN THE SPHERE OF EDUCATION ON UKRAINIAN LANDS: FROM THE AGE OF KYIVAN RUS TO THE LIQUIDATION OF THE HETMANATE
Abstract
The article emphasizes that the first mention of the practice of supervision of educational institutions in Ukrainian lands refers to the era of Kyivan Rus and dates back to 1097. At that time, control (supervision) in the field of education was not regulated by any document and was of an advisory nature.
It is noted that since the end of the 16th century, issues of supervision over the activity of corporate educational institutions of the Jesuit order and Orthodox brotherhoods in Ukrainian lands have gradually acquired a unified character due to their regulation in statutory documents. The Western European educational traditions of that time had an undeniable influence on their formation. The system-forming model formed in the Jesuit order, which had two components: general organizational supervision of the network of educational institutions and intra-school supervision, stands out especially in this matter.
The influence of the Western European educational tradition on the development of the educational practice of one of the pillars of the Eastern European higher school - the Kyiv-Mohyla College (Academy) was noted, which was reflected in the educational activities of other educational institutions in the Ukrainian lands at the beginning of the 18th century.
Attention was drawn to the fact that from the 20s of the 18th century on the territory of the Hetmanate, a prototype model of state supervision of spiritual educational institutions was formed, which was reflected in the royal government document "Spiritual Regulations". This model assumed mostly external control, but had some feedback mechanism.
It was concluded that during the 11th to the end of the 18th centuries in the history of Ukrainian education, a certain experience was accumulated in the formation of supervisory practice for the educational activities of educational institutions, which during its formation was concentrated in the system of educational institutions of a confessional orientation and acquired formal features through regulation in statutory ones, and later – government regulations.
