ORGANIZATIONAL AND REGULATORY REGULATION OF PRACTICAL TRAINING OF OFFICERS OF THE NAVAL FORCES OF THE ARMED FORCES OF UKRAINE AT THE INSTITUTION OF HIGHER MILITARY EDUCATION
Abstract
The problem of doctrinal (strategic) and organizational-normative (tactical) vision of practical training of officers of the Naval Forces of the Armed Forces of Ukraine in domestic higher military educational establishments and military educational subdivisions of higher education establishments at the present stage of development of Ukrainian higher military education is raised. Based on the analysis of primary sources of doctrinal, guiding organizational and normative national level and local normative documents of HEIs, as well as NATO’s documentary approach on this issue, it is concluded that there is a significant gap between doctrinal and local understanding of modern essence and its legislative assessment and consolidation. In this regard, the author offers specific proposals and solutions to the problem, which objectively slows down the process of improving the quality of Ukrainian higher military education, including naval, and achieving compatibility with NATO in terms of training military personnel in Ukraine standards.
It is noted that the practical training of officers of the Navy of the Armed Forces of Ukraine in higher educational institutions has not yet been the subject of a separate professional and pedagogical (in this case - military-pedagogical) research, and its organizational and regulatory regulation has not been studied in domestic pedagogical theory. The essence of the approaches and principles of the North Atlantic Alliance on the practical component of professional training of military personnel based on the document valid for Ukraine – the Joint Directive of NATO Strategic Commands "Education and Individual Training" (E & ITD) 075-007.
The purpose of the study, which is to analyze the existing organizational and regulatory approaches to understanding the practical training of officers of the Navy of the Armed Forces of Ukraine in higher education, has been achieved. Their own interpretation of this component of their professional training is given and its features in the aspect of higher naval education are revealed.
