STAGES OF UKRAINIAN MARITIME EDUCATION DEVELOPMENT IN THE SECOND HALF OF XX – THE BEGINNING OF XXI CENTURY

Abstract

The article highlights the main stages of Ukrainian maritime education development in the second half of the XX century – early XXI century. A historical analysis of publications and researches, regulations, orders and decrees of the USSR showed that the formation and development of maritime education in the specified period is divided into three stages. The first stage (40s - 60s of the XX century) is described, which is connected with the restoration of the work of maritime educational institutions, the restructuring of the navy fleet. It was found that the second stage (late 60's - 1990) is associated with the improvement and reorganization of vocational schools. The analysis of archival documents showed that the main tasks of the maritime school are to train qualified maritime specialists who have the necessary theoretical knowledge and practical skills, educated in the spirit of Marxism-Leninism, Soviet patriotism, friendship of peoples and proletarian internationalism. It was found that at the third stage (1991 - the beginning of the XXI century) the identity of the processes taking place in the system of maritime education and higher professional education is clearly traced. Analysis of the literature showed that in accordance with the trends of maritime education in the country since the late 90's began the restructuring of the educational process, which was carried out in the following areas: change of curricula to expand the general theoretical and methodological training of cadets; the management system of the educational process was improved, for assessing the quality and efficiency of departments and faculties were developed; improving the schedules of the educational process in order to reduce classroom hours to 24-28 hours per week; provisions on attestation of students in the intersessional period were developed; contractual conditions for training were introduced; qualification characteristics of the second generation were developed; methods of information technologies are actively introduced in the educational process.
