SYSTEMS APPROACH AS A METHODOLOGICAL BASIS FOR EDUCATION QUALITY MANAGEMENT IN A GENERAL SECONDARY EDUCATION INSTITUTION
Abstract
The article examines the theoretical and practical aspects of applying a systems approach to education quality management at the level of a general secondary education institution. The essence of the categories "system" and "quality management system" is clarified, and their key characteristics are identified, including integrity, hierarchy, dynamism, and the presence of feedback mechanisms. It is noted that the effectiveness of management depends on the leader’s ability to analyze internal and external factors influencing the quality of education, ensure coherence between strategic goals and current objectives, organize a system of monitoring, evaluation, and self-evaluation of school activities, and build a team oriented toward results and continuous development.
The principles of the ISO 9000:2015 standard and the PDCA cycle are analyzed in the context of educational management. Groups of professional qualities of the manager (cognitive, managerial, communicative, innovative, and personal) necessary for the effective implementation of the systems approach are identified. It is proved that the introduction of a systemic management model contributes to the creation of a flexible educational environment focused on continuous improvement of educational outcomes.
Modern approaches to education quality management are based on a systemic approach, the essence of which lies in a holistic understanding of the object of management; taking into account the relationships between the components of the educational process.
The use of a systemic approach by the head of a general secondary education institution will ensure: the integrity of management actions, consistency between subsystems of the educational process; transparency and scientific validity of decisions; increasing the efficiency of the education quality assurance system; forming a culture of continuous improvement.
