FOREIGN EXPERIENCE OF STATE-PUBLIC ADMINISTRATION OF EDUCATION

Abstract

Foreign experience of state-public administration of education as the main direction of democratization of educational policy has been considered.

Functioning of the state-public education administration system is impossible without voluntary active participation in the management of representatives of the general in large: public leaders, deputies, members of educational public organizations, businessmen, clergy, parents, teachers.

Studying the world tendencies and peculiarities of education development, modernization of administrative mechanisms is important for reforming the education of Ukraine, it provides the basis for forecasting and real revival of national education, its systematic management and approximation to European standards. Studying the experience of European countries is caused by their theoretical and practical achievements in this sphere of activity and is cognitive for the development of the state-public system of education administration.

In most countries of the world, education is managed at three levels: central, regional, local. Central level dominates in such European countries as Greece, Ireland, Iceland, Italy, Norway, Portugal, France and others. In countries with federal governments (Germany, the United States, Canada, Switzerland, etc.), education is governed by federal entities, which, by the way, are central level, and there are no federal one in some countries at all. Public administration examples are presented in Denmark, Lithuania, Luxembourg, Poland, Slovakia, Turkey, Finland and other countries.

Studying the experience of European countries is informative for the development of Ukraine’s state-public education administration system. We can see the prospects for further researches as for the state-public education administration in the issue of directing the activities of public organizations to attract the potential of non-governmental institutions of civil society.
