STATE-PUBLIC PARTNERSHIP INTERACTION IN THE MANAGEMENT OF GENERAL SECONDARY EDUCATION INSTITUTIONS

Abstract

The article defines the essence of the definition of "state-public partnership interaction" in the management of general secondary education institutions; the results of a survey of heads of experimental general secondary education institutions, members of the Association of School Heads of Ukraine, the state of state-public administration in their practical activities, state-public partnership interaction in the management of general secondary education institutions in the context of the development of local self-government are presented; the characteristic features of state-public partnership interaction in the management of general secondary education institutions are outlined.
It is determined that in the conditions of the development of local self-government and decentralization of power, the transfer of powers from central authorities to local self-government bodies, territorial communities, there is positive experience, scientific and methodological substantiation of the problem is carried out, which confirms that there is a need to develop a new concept, content, forms and mechanisms of implementation of state-public partnership interaction in the management of general secondary education institutions.
The author of the article has considered the conditions for the successful implementation of state-public partnership interaction in the management of general secondary education institutions and emphasized the leading role of motivation, first of all, managers and their management teams, self-governing bodies of educational institutions, territorial communities, other partners: authorities and management of general secondary education institutions, local self-government bodies, the local community, employers, patrons, private structures - with the distribution of functions and responsibilities.
On the basis of the content analysis of theoretical sources and legal documents, as well as taking into account the results of the study, we have identified and substantiated the characteristic features of state-public partnership interaction in the management of general secondary education institutions in pedagogical practice.
