Coaching as a technology for forming a competent specialist in public administration
Abstract
The article analyzes the notion «coaching» as an educational technology and a means of professional development, in particular in public administration. The psychological foundations of coaching, the connection of this concept with the civilizational transformations in the world, the methodological variants of this technology, the functions of the coach and the student are considered. The main aspect of coaching – self-educational, which involves the student's self-motivation, his desire to study and achieve professional results, to increase his own competence at the educational, general and professional levels are highlighted.
The peculiarities of the use of coaching technology in the activity of civil service professionals are explored, each of which personally influences changes and initiatives in public administration that meet the principles of democratic leadership style through cooperation and feedback. The connection of the knowledge gained in coaching conditions with such practical spheres of public administration as the consulting of specialists, the provision of administrative services to citizens, the preparation and adoption of management decisions. In practice, coaching in the civil service system is a means of raising the level of an employee at the professional and individual-psychological levels, where he acquires new personal characteristics.
It is concluded that, along with educational functions, coaching denotes management competency and leadership style, which helps the staff to accomplish the tasks and helps each of them to develop through initiative and interaction. Also included is self-development, which is the educational essence of coaching and depends on the motivation that, in the context of public service (or marketing or business), is career advancement. Such officials meet the requirements of reforming public administration in Ukraine.
