Training of civil protections personnel in Ukraine in the context of formating their professionality
Abstract
The article presents some aspects of training of Ukrainian civil protection personnel as a component of a general national education system. Such training is a type of professional education, therefore it functions and develops according to the laws of social development, taking into account the features of the current environmental, regional and national aspects that interact with one another. It is emphasized that the XXI century has brought to the world a number of interstate conflicts, increased terrorist confrontations and mass migration of the population, accompanied by an increase in the number of emergencies of various origins (natural, man-made, social, epidemiological) that with military-terrorist actions cause mass civilian victims and considerable economic losses.
The current level of development of science and technology makes it possible to provide high-tech support for the activities of civil protection personnel, who form the basis of the staff of the State Emergency Service of Ukraine, its departments and units.
The classification of extreme situations is provided: regulated and unregulated, planned and situational, «staff» and «non-staff». It is noted that complex and risky emergencies (extremes) cause not only fear and panic among the people, but also, sometimes, disorganization of response services. With increasing of tasks on protection of the population and territories from emergencies and prevention of their occurrence, elimination of consequences, etc. the responsibility of the State Emergency Service of Ukraine increases and requirements for competence of each rescuer and formation of his/her readiness to act in extreme conditions.
A number of definitions of professional readiness of personnel for effective actions in conditions of extreme situations are presented. The aspect of the uniqueness of training of civil protection staff is the motive and purpose to preserv life and health of people.
